Town Justice
Judge Mulley was first elected as Penfield Town Justice in November 2009. Since his election, he has been an active member of the Monroe County Magistrates Association, serving as its President for two years.
Judge Mulley previously served on the Penfield Town Council, being elected in 2005, re-elected in 2007, and appointed Deputy Supervisor in 2008. During his tenure as a councilman, he chaired the Town's Law and Finance Committee.
In addition to his elected roles, Judge Mulley has held various positions in State and County government. He worked as an Executive Assistant at the New York State Supreme Court, Appellate Division, Fourth Department, aiding the Presiding Justice in managing court activities across a twenty-two county region. His prior roles include Special Counsel to the Monroe County Executive, Acting Monroe County Public Safety Director, and law clerk in the NYS Supreme Court. As an experienced trial attorney, he served as Supervising Attorney in the Monroe County Juvenile Prosecutor's Office and as a Special Assistant in the Monroe County Public Defender's Office. Judge Mulley also contributed to several regional councils, including the Juvenile Justice Council, the Criminal Justice Council, the Board of Visitors at Industry, and the Stop DWI Technical Advisory Board.
Judge Mulley earned his undergraduate degree from St. John Fisher College and his law degree from the State University of New York at Buffalo. For over twenty years, he was an Adjunct Professor at the Rochester Institute of Technology, where he taught criminal law and juvenile justice courses to undergraduate students in the criminal justice program.
